Who makes the arrest in West Covina
The West Covina Police Department is at 1444 W. Garvey Avenue, West Covina, CA 91790, with a published non-emergency number of (626) 939-8500. The department publishes public lobby hours of Monday to Friday, 7:30 a.m. to 5:30 p.m., closed on city-observed holidays.
Those are counter hours, not custody operations — and we are reachable at any hour regardless. Hours change, so confirm before travelling.
Most of West Covina’s neighbours work differently: La Puente and Hacienda Heights are sheriff-policed from Industry Station, and Walnut and Rowland Heights from Walnut/Diamond Bar Station.
Do not assume a bond is needed. Since 1 October 2023 the Superior Court’s Pre-Arraignment Release Protocols mean many people arrested in Los Angeles County for non-violent, non-serious felonies and misdemeanours are cited and released at the scene, or booked and released on their own recognisance, with no money bail at all. Money bail still applies to serious and violent felonies, to arrests on a warrant, where a judge sets or increases bail under Penal Code sections 1269c or 1270.1, and where the court restricts the source of bail under Penal Code section 1275.1. One thing worth checking: the East District also runs the El Monte Courthouse at 11234 East Valley Boulevard, and the court currently publishes traffic services at both buildings — El Monte additionally lists a traffic night court. If your paperwork does not name the building clearly, confirm with the court before travelling rather than guessing. The two are a real drive apart. Is my appearance at West Covina or El Monte?
Both are East District courthouses and both currently list traffic services, so the building is not something to assume. Check the name printed on the citation or release paperwork, and if it is not clear, ring the court on (626) 430-2600 before you travel.
The police lobby is closed. Does that stop bail?
No. Those are counter hours, not custody operations, and we are available at any hour.
Where is my relative held?
Check with West Covina Police first, then county custody — Inmate Reception Center for men, Century Regional in Lynwood for women.
Do we need a bond?
