Rowland Heights, like neighbouring Hacienda Heights, is not a city. It is an unincorporated community of Los Angeles County — no city hall, no city council, and no Rowland Heights Police Department to call.

But it is not policed the same way as Hacienda Heights, and that catches people out.

Two neighbouring communities, two different stations

There is no Rowland Heights Police Department, because Rowland Heights is not a city. It is policed by the Los Angeles County Sheriff’s Department from the Walnut/Diamond Bar Station, 21695 E. Valley Boulevard, Walnut, CA 91789. The Sheriff lists that station as serving the City of Walnut, the City of Diamond Bar, Rowland Heights, and the unincorporated areas of Covina Hill and West Covina.

The station publishes two separate lines — Walnut (909) 595-2264 and Diamond Bar (626) 913-1715. Either will reach the station that covers a Rowland Heights arrest.

Hacienda Heights, immediately to the west, is covered by the Sheriff’s Industry Station instead. Two adjacent unincorporated communities, both sheriff-policed, but handled from two different stations. If you are unsure which side of the boundary the arrest happened on, say so — it decides which station holds the paperwork.

Los Angeles County books men and women into different facilities, which is one reason families are told there is no record of their relative. Rowland Heights sits along the 60 freeway with the 57 close by, and is one of the most linguistically diverse communities in the county — a very large share of households speak a language other than English at home, with substantial Mandarin, Cantonese, Korean and Spanish-speaking populations. If language is going to make an already difficult conversation harder, raise it at the start of the call rather than halfway through paperwork.
