The city of Orange has something no other Orange County city has: the county’s main jail is inside it. The Theo Lacy Facility sits at 501 The City Drive South, Orange, CA 92868.

That produces a specific kind of confusion. Families in Orange often assume that because the jail is local, their relative went straight there. Usually that is not what happens.

Booking and housing are two different places

For most Orange County arrests, the sequence is:

• Booking at the Orange County Intake Release Center, 550 N. Flower Street, Santa Ana — the county’s central intake facility.
• Housing afterwards at Theo Lacy in Orange, or the James A. Musick Facility, if the person is not released first.

If bail is posted promptly on the countywide schedule, many people never reach the housing stage at all. That is why the timing of a call matters: the earlier we start, the more likely the answer is a release from intake rather than a transfer across the county.

Under Penal Code section 1269b, the superior court judges of each county adopt and annually revise a uniform countywide bail schedule, and the officer in charge of the jail may approve and accept bail. The amount is therefore often already set before any judge sees the case.

Who makes the arrest in Orange

Orange operates its own municipal police force. The Orange Police Department Field Services and Support Services divisions are at 1107 N. Batavia Street, Orange, CA 92866, with published numbers of (714) 744-7401 and (714) 744-7331.

Two areas shape the arrest pattern here. Old Towne Orange, the historic plaza district, concentrates bars and restaurants into a small walkable area. And Chapman University puts a substantial student population within a few blocks of it. Which courthouse handles an Orange case

Orange is not a North Justice Center city. Cases go to the county seat:

This catches people out, particularly if they have dealt with a case in Anaheim or Fullerton before and assume Fullerton again. Orange sits in the central part of the county and its cases follow the central courthouse.
