Laguna Woods is unlike any other city in Orange County. Incorporated in 1999, it is built almost entirely around Laguna Woods Village, one of the largest senior communities in the United States. The great majority of its roughly 16,000 residents are 55 or older, and it consistently records one of the highest median ages of any city in California.

It also has one of the lowest arrest volumes in the county. When we do get a call from Laguna Woods, it usually looks different from the rest of our work, and it deserves saying plainly.

What these calls usually involve

Most often it is an older adult with no prior record whatsoever, a family that has never dealt with custody in their lives, and a set of worries that are not really about bail at all — medication, mobility, confusion, whether someone understands what is happening to them.

We want to be honest about the limits of what we can do. We are a bail bond agency, not a law firm and not medical providers. We cannot advise on a charge, and we cannot direct a facility’s medical or accessibility decisions. Questions about medication or care in custody go to the facility directly, and questions about the case go to an attorney. What we can do is establish where the person is, what bail has been set at, and move on posting it without delay.

Who makes the arrest in Laguna Woods

Laguna Woods contracts its law enforcement to the Orange County Sheriff’s Department.

It is one of thirteen Orange County cities with no municipal police force of their own — alongside Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, San Juan Capistrano, Stanton, Villa Park and Yorba Linda.

That changes the first few hours. There is no city jail to hold someone in while booking is sorted out. Deputies handle the arrest from the outset, which usually means a more direct route into the county system — typically the Orange County Intake Release Center at 550 N. Flower Street in Santa Ana, with longer-term housing at the James A. Musick Facility in Irvine or Theo Lacy in Orange.

How bail is set

Under Penal Code section 1269b, the superior court judges of each county must adopt and annually revise a uniform countywide bail schedule, and the officer in charge of the jail where a person is held is among those authorised to approve and accept bail. In practice the amount is frequently fixed before anyone appears in front of a judge, which is why posting on the schedule is often the fastest lawful route out.

Common questions

My parent takes daily medication. Can you make sure they get it?

No — and we will not pretend otherwise. Medical care in custody is decided by the facility, not by a bail agency. Raise it with the facility directly and as early as you can. What we can do is work to shorten the time in custody by getting the bail posted.

Nobody in our family has been through this. Where do we even start?

With a phone call. Give us the person’s full name and roughly when and where the arrest happened. We will find out which facility holds them and what bail is set at, and explain the sequence before you agree to anything.
