Laguna Beach is unlike the rest of south Orange County in one way that matters here: it runs its own police department, and its own jail services. Almost every city around it — Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo — contracts policing to the Orange County Sheriff instead.

So if the arrest happened in Laguna Beach, the starting point is different from the starting point one town over.

Who makes the arrest in Laguna Beach

The Laguna Beach Police Department is at 505 Forest Avenue, Laguna Beach, CA 92651 — the same address as City Hall. The department publishes a separate line for each function, and the one most families need is not the main number:

Jail Services sits inside the department’s Support Services Division, alongside dispatch, records, fleet, IT, animal services and finance. The City states that “the Laguna Beach Jail is staffed by fully trained custody officers.”

On hours: the 7:30 a.m. to 5:30 p.m. Monday-to-Thursday counter times published for 505 Forest Avenue, with alternate Fridays to 4:30 p.m. and alternate Fridays closed, are the City’s hours for that building — the department does not publish separate jail counter hours. Do not read those hours as the hours custody operates. If you need the jail, ring the jail line rather than turning up. We are reachable at any hour regardless.

What the Laguna Beach Detention Facility actually is

The department’s published policy manual is unusually specific, and it is worth quoting rather than paraphrasing. Policy 901 exists “to establish the policies and procedures in the booking, housing, security, and release of prisoners at the Laguna Beach Police Department’s Detention Facility.” The facility “has been designed to meet or exceed the Board of State and Community Corrections minimum standards for local detention facilities”, under Title 15 of the California Code of Regulations and Penal Code sections 4015 and 6030.

And, critically: the facility “falls within the guidelines of a temporary holding facility which means it is used for the confinement of persons for 24 hours or less, pending release, transfer to another facility, or appearance in court.”

Read that as what it is — a description of how the facility is classified, not a promise about any individual. It does not mean anyone is released within a day. What it does tell you is that Laguna Beach is a short stop with three possible exits, and that where someone goes next is not automatic.

The companion policy puts the same point in plainer words: temporary custody covers adults held “for processing prior to being released or transferred to a housing or other type of facility”, and jailers are responsible for arrestees “until their release from custody or transfer to another agency or the court.”

Where someone is held

Initially, at the department’s own facility on Forest Avenue. After that the department publishes three outcomes and no fixed order between them: release, transfer to another agency or facility, or appearance in court.

If custody does move to the county, that means the Orange County Intake Release Center at 550 N. Flower Street in Santa Ana, and county housing may then be at the James A. Musick Facility in Irvine or Theo Lacy in Orange. Neither the department nor the Sheriff publishes a timetable for any of this, so confirm where the person actually is rather than assuming a destination.

Can a bond be posted at the Laguna Beach jail?

We have to be straight about this one. Under Penal Code section 1269b the officer in charge of a jail is among those authorised to approve and accept bail, and Laguna Beach runs a jail — so it is a fair question. But the City publishes no bail procedure for it: no counter hours for bail, no accepted payment methods, no cheque limits, nothing of the kind. Compare Newport Beach, up the coast, which publishes all of that in detail. Laguna Beach does not.

So we will not tell you bail is taken at 505 Forest Avenue, and we will not tell you it is not. Ring the department’s Jail Information line on (949) 497-0405 and ask, or ring us and we will ask for you. What we will not do is send you across the county on an assumption.

One thing the department’s policy manual does make explicit, and it is worth knowing before you ring: officers are barred from pointing you at anyone. Policy 318.1.9 states that on-duty members “shall not suggest, recommend, advise or otherwise counsel the retention of any attorney or bail bond broker”, and 318.1.10 provides that members “cannot act as bailers for any person in custody except relatives.” If you ask the front desk who to call, they are not allowed to answer. That is not obstruction — it is policy, and choosing an agency is on you.

How bail is set

Under Penal Code section 1269b, the superior court judges of each county must adopt and annually revise a uniform countywide bail schedule, and the officer in charge of the jail where a person is held is among those authorised to approve and accept bail. In practice the amount is frequently fixed before anyone appears in front of a judge. Because that authority sits with the facility rather than the court, posting on the schedule does not require waiting for a first appearance. We cannot promise how long any release takes.

Where a bond is posted once custody moves to the county

If the person has been transferred to Orange County custody, the Sheriff lists only two places that accept bonds:

• Intake Release Center — 550 N. Flower Street, Santa Ana. Bonds accepted 24 hours a day. (714) 647-6085.
• Theo Lacy Facility — 501 The City Drive South, Orange. Bonds accepted daily 8:00 a.m. to 2:00 p.m. (714) 935-6905.
• Bonds are not accepted at the James A. Musick Facility in Irvine, whichever way the map makes it look.

The Sheriff lists accepted payment as cash, bank cashier’s cheques, personal cheques presented with two forms of identification, money orders and traveller’s cheques, and cash only for a case in any court outside Orange County. Details change — ring the facility, or ring us on (714) 520-2002.

How to find someone after a Laguna Beach arrest

This city has a trap the sheriff-policed ones do not. Someone still held at the Laguna Beach Detention Facility is not in the county system, so the county inmate search will not show them. An empty result does not mean they have been released, and it does not mean you have the wrong name — it may simply mean they have not been transferred. Yes. The department runs its own Detention Facility at 505 Forest Avenue, built to Board of State and Community Corrections standards and classified as a temporary holding facility.
